In addition to the SDK for the Micro Edition of Java (J2ME) and the professional development IDE, Sun One Studio (Mobile Edition), java.sun.com is the best place to find documents and advice on mobile development using the Java platform.

NetBeans and Mobility Pack
NetBeans is an excellent free IDE for Java development. The Mobility Plugin transforms it into a top professional mobile development platform.
